Repo GAV drivers on the market are all swaged together, and sometimes not too carefully. After you get the carburetor assembled turn the GAV in until it bottoms. Hold the choke lever down with your finger with a slight pressure. Back the GAV out several turns while watching the choke butterfly. If the choke starts to close as soon as the backing begins the GAV has not been swaged correctly. The more you open the GAV, the more the choke closes. if it were correct you should be able to open the GAV at least three turns before it begins to affect the position of the choke butterfly.

There are two options for correcting the problem. Number one, throw the GAV driver away.

Number two, modify the needle valve by grinding a slight amount of material off the very top end, and at the top end of the threads.
