stuck valve

any idea on how to unstick a stuck exhaust valve in a model a engine without removing the head?

is it possable to do it>
new valves and guides were installed with new lifters. 13 on intake 15 on exhaust

drove great for about 1 hour. you can see and feel the valve not moving when you hand crank the motor.
i added mistory oil to gas tank.
too late.

any suggestions would be helpfull.
