If the `29 Fordor Sedan is the same as the `29 Town Sedan (and I believe it is) the cowl band is made of brass and is pressed onto the cowl. I removed my cowl band by starting at the bottom of the cowl band on one side with a small screw driver and very carefully poped one side of the band off the cowl. I continued to move up and over the cowl only removing one side. Once you have removed it from one side to the other, you can easily remove the band.
When removed, place the cowl band on a 3/4" piece of plywood and wire the band to the plywood. Drill small holes in the plywood and string the wire. If you ever damage the sides of the band, it will never go back on and stay on. In addition, if you intend to have it chrome plated, find a really good plater and it will be expensive. It took me 4 years before I found a plater I trusted. He did a beautiful job.
