if you got a legit title change you numbers on both to match the tile, or try a different dmv office, i have got different answers from different offices. one time i went in for a historical liscence but found there was a waiting list that was unacceptial to me as i need to drive the car that week. i changed the request to a regular plate and tacked the second year on it. got the license with out the required state inspection. the officer forgot to ask about it. till 2 years later. when i renewed. but then i had the inspection. getting an odi inspection is fun also when you numbers don't match. get your ducks in a row before you go.
