Bob... I feel your pain...Not sure if it's the same in NE but here's what I had to go through out here in California. I purchased a Model A without a title, just a bill of sale. Here in CA they won't use the engine # at all, because the engine can be changed out, they will only use the frame number stamped under the left fender / cowl. I had to raise the body and have the CA Hwy Patrol verify the frame number and then use that number as the new title number. If your frame number is in fact a 1930 number, using the frame number for a new title would seem to solve your problem. Maybe if you still have the old block you can take it to the DMV as well and show they you still have the engine that matches the title. I've seen people looking for and selling old titles, but I don't understand what why one is necesary, must be different in other states. Good luck
