Unhook the wire from the starter to the terminal box, or fuse plate to the terminal box, if you have a fuse attached to the starter. This will isolate the system from the starter. The starter, incidently is unfused.

These are very simple electrically. You might also test each side of the terminal box with a volt meter to see if they are the same, which they should pretty much be.
You can then run a load from each side of the terminal box to, say, the horn, directly, which will sound differently if there is a high resistance open on one side or the other in the amp meter circuit.
