Larry,
Make sure that the gasket for the gas cap does not cover the vent hole(s) and is the correct type. On an early drive with my A, the tank was showing a little under 1/4 tank but the car sputtered to a stop. It would re-start after 5 or so minutes but then die again.

Hoping over a fence and borrowing a gallon of gas from a very nice older gent, I discovered when I took the cap off to refill, a "whooose" as air entered the tank. A closer inspection showed a mason jar red gasket being used that covered the vent holes, not allowing the tank to breath. It even still had the little "pull tab" on it.
