pop-lock for Model A

My friend has a pop lock for his 1930 coupe,original part, and it will not stay i n, thus the ignition cannot be turned off. I took out the tumbler assembly, and all looks Ok. I did not disassemble the component. I do not know how it should work, but I suspect the tumblers inside allow it to turn when a good key is inserted and turned, and the partial'cage' with the angular cams allows the whole thing to turn and the cams allow the spring to latch in the compressed position.
If this is true then the key may be worn, or the tumblers are worn, and that is why it does not work. Am I correct?
