I inherited a 29 Sport Coupe that sat for 8 years with a half full tank. It had rusted pretty bad. I have to clean out the carb and sediment bowl every two hours of driving.
I drained the tank, removed all the fuel lines and the sediment bulb. I cleaned the lines and carb thoroughly. I sprayed the inside of the tank with Liquid Wrench to loosen the rust. I reapplied the liquid wrench two more times over a couple days. I then used a 2 gallon lawn sprayer full of gas to wash down the inside of the tank. I flushed the loose particles out of the hole for the shut off valve and into a bucket. I got brown sludge and some pea sized chunks out.
This was a bit time consuming, but it worked for me. I did it without removing the tank or damaging the paint.
